The Program focused on the following aspects, to “enhance management quality”, “share project accomplishments”, and “study environmental policies”. The Program helped to collect and summarize major environmental technology and policies from the advanced countries on websites. Furthermore, it managed to accomplish, “The Report on Environmental Technology and Environmental Policies (2008)”. It also compiled 12 technical projects from different departments of the Environmental Protection Administration to accomplish the “Mid-term Framework Plan of Technology Projects for 2010”. Through the current revision of the “Direction for Projects Commissioned by the Environmental Protection Administration” and the “Formats for Final Report on Commissioned Projects,” as well as the 5 “Seminars for the Environmental Protection Administration and project managers of commissioned consulting companies,” a consensus on promoting technology projects was established in order to improve the quality of commissioned projects. Besides, the compact disc copies and website regarding the “2007 Environment Protection Administration Database for Technology Projects & Air Pollution Funds” were finished,; and 3 seminars on “The Performance Review for Technology Projects,” and “Discussions on Nanotechnology Projects” were held. The Program managed, provided administrative supports, and maintained the knowledge-based website for the National Nano Projects. Meanwhile, surveys were designed to trace, summarize and analyze the progress on nanotechnology made over the years by the Environmental Protection Administration. A final report was written and later on presented. We suggested that the Office of Sustainable Development could act as the coordinator, sharing information with the public and collecting different internal opinions. As for commissioned projects on basic technology research or with a sizeable budget, project manager shall be requested to clearly present the key accomplishments and effectiveness of the project. Besides, for ongoing or cross-year commissioned projects, it is important to study the difference between accomplishment made in the previous term and actual accomplishment this year, so as to manifest the correlation and contrast between the years.
